伊莉莎白女皇翳院(2)至亿达路马路提升工程;本局呼吁州工程局最快时间将之建好。

亚庇伊利莎白女皇医院巡察局文告:
针对华侨日报2月13日报导有关州工程局总监约翰安东尼关於1千万零吉伊莉莎白女皇翳院(2)至亿达路马路提升工程课题;本局呼吁州工程局最快时间将之建好。
我们对州工程局总监约翰安东尼透露有关1千万零吉伊莉莎白女皇翳院(2)至亿达路的马路提升工程的课题,表示讚扬;但是对其要在2010年或者才能付诸实施表示失望和遗憾。
州工程局在现时历尽1年始建好的2百万零吉‘单向’路,其原设计之主意只是给达迈区民众提供舒缓交通作用之意,不幸的是,医院的真正需要却并无在设计考量内。无论如何,虽有不足之处,政府对民众需要的敏感度却不容摸摋的。
鉴于联邦政府在较早时处理伊莉莎白女皇翳院问题上已展示‘一个大马’的‘以民为本,绩效为先’,在首相亲自处理下,成功的利用‘紧急事件’的情况处理,以RM380M收购沙巴医药中心(SMC)而逐步完成了初步的‘打救’工作。
医院救人,分秒必争,救伤车的去和返的快速回应是关键,不能小视之,因此上述1千万零吉伊莉莎白女皇翳院(2)至亿达路的马路提升工程对医院的‘救命’工作有非常重大的影响。
本局也因此呼吁州工程局或有关当局,尽量想方设法,如能动用‘紧急拨款’就最好不过,并以最快时间将之建好,以惠益大众,尤其是关乎在该处附近的伊莉莎白女皇翳院(2)及其病黎的利益。
本局将会继续加强反映及跟进这件民怨/民困事件于有关当局。

The dual-carriageway access road should be built soonest possible

We refer to the news report 'RM10M upgrade for the QEH2-Lintas road' as published in Daily Express on 13-Feb-2010

The announcement of the above is laudable but regrettably that it will only be a reality by 2012, if all goes well as estimated, planned, and executed.
It's a good reflection of government's sensitivity toward the public interest in the Damai area where the main aim of the access road was meant to ease up the traffic in the Jalan Damai/Jalan Kolam, but unfortunately without the consideration of the ambulance needs of the hospital - the newly acquired government hospital, the Queen Elizabeth Hospital II (QEH II which is formerly Sabah Medical Centre).
The speedy access of the ambulance to and from the hospital to the various vicinities of the city is mandatory; and it's timeliness will have much significant effect on the aspect of life saving efforts as every seconds and minutes are important to the survival of the patients in transit.
The announcement by the Director of JKR, En. John Anthony, is a relief but fall short of our expectation as the project will only take off in 2011. Time is important in life-saving, and in view of that, we wish that the authority consider to use the emergency fund to build the dual-carriageway road soonest possible.
The public or users of QEH I & II have been suffering enough of the ordeal of inferior infrastructure, and the 'special-arrangement' of human resources and facilities 'juggling' due to the sudden discovery of bad structure of the main tower block in November, 2008.
In order to save more lives, the federal government, through the efforts of the relevant personnels in the Ministry of Health, and subsequently, the Prime Minister, Datuk Seri Najib Tun Razak, had then decided to purchase the present QEH II building and its facility at a cost of RM380M, and had also allocated another RM90M for the necessary additional renovation and equipments; all of these under 'emergency' funding!
The JKR, or the relevant authority, in making the funding, or approval, must therefore do likewise based on 1Malaysia motto: 'People First, Performance Now'.

We, the Ahli Lembaga Pelawat Hospital Queen Elizabeth (ALPH), openly welcome the pledge from our new state health director, Dr. Yusof, on his determination to resolve the hospital woes.
Let's give him the supports to help him, and us, in the endeavour to 'rebuild' and transform this symbolical hospital of Sabah, and ultimately making it the best hospital in the whole Borneo.
