Post-term courtesy visit to Dr. Yusuf, Pengarah of Jabatan Kesihatan Sabah, was accomplished successfully at the 3rd floor of Wisma Persekutuan in Sembulan, Kota Kinabalu, this morning.

Dr. Yusuf was briefed on the latest development of the Ahli Lembaga Pelawat Hospital (ALPH) of Queen Elizabeth hospital, notably on the problems associated with the appointments, hospital management & ALPH relationship, and the performance of the committee members. The hospital management is especially mentioned to be more proactively to engage with the ALPH in order to bring more benefits to the community.

The Director agreed that more NGOs and female are appointed to extend the influence of the ALPH to reflect the main objective of the organization as 'the bridge between the community and the hospital'. The Director also urged to look into stepping up the interaction between the hospital management and the ALPH. Dr. Yusuf also wished that new teams of ALPH for all the districts in Sabah can be appointed sooner in order to move forward with all the planned activities.

There have been complaints on the reception of phone calls at the QEH, and the ALPH of QEH proposed that the state JKN to set up a special centralized complaint unit for the state to handle all the medical complaint calls with a toll-free line where the individual callers will be handled by professionally trained personnel.

The acute car parking woes at both the QEH and QEH II (formerly SMC) were raised and JKN has been urged to look into it seriously as public are finding it too stressful when visiting.

The reconstruction of QEH complex was discussed and agreed that it should be sped up for strategic consideration in terms of meeting up the expectation of the public as well as to pave the way for attracting and retaining talents to the hospital. The reconstruction also regarded as a basic foundation and turning point for regaining the public confidence in QEH.

The meeting lasted 1 hour, and ALPH appreciated the time taken for the short exchange of views on the hospital affairs, and looking forward to see more ALPH in the state to work cordially and efficiently with the hospital management in the year forward.

Dr. Pamela Yong (L4) and Mr. Chu Kong Ming (R5) co-presented the appreciation certificate to Mr. Ravi (L5), the CEO of Sutera Harbour Resort Group during a ceremony at the resort's function room in Kota Kinabalu. Looking on are other Ahli Lembaga Pelawat Hospital's members from both hospitals: Mr. Dxeter Lim (R4), Mr. Ong See Kwang (R3), Wong Pin Soon (Back R1), Ms.Margaret Lim (Back L4), Glenda (Back L3), Ms. Chong Len Len (Back L2), and Ms. Mary Lim (Back L1).

This is a joint venture effort between Ahli Lembaga Pelawat Hospital (ALPH) of Sabah Women & Children Hospital and the ALPH of Queen Elizabeth Hospital meant to raise 400 bags of precious blood for the unfortunate Thallasaemia patients group who requires clean blood transfusion almost every.

With the generosity of the management of Sutera Pacific Resort, we were provided free for the entire site of Function rooms 9 & 10 (and more than that during the 2nd day), and as well as some refreshments and foods.

The blood collection centre at the Sutera Pacific is by far the most comfortable one. For that, we appreciate so much beyond words.

Two local celebrities bring joys for inmates in Ka'amatan & Wesak Day Celebration at Hospital Queen Elizabeth

Ahli Lembaga Pelawat Hospital (ALPH), PBS Wanita Tanjung Aru Division, UMNO Wanita Donggongon, and the Outreach Charity Group had successfully organized a ward visit cum celebration to the hospital old block at 2.00pm on Friday, 27th May, 2010, ahead of the Wesak day and the harvest festival celebration.

This joint event was very different from the previous one with the surprise joint appearance of two local celebrities, namely: En. Abu Bakar Ella, the Sabah icon for comedian performer, and the Akademi Fantasy singer talent, En. Felix Agus.

Their appearance had brought tremendous success to the event that they not only brought stunts to every ones in the wards, but also subsequently, brought back the lost smiles from some of the inmates.

Both of them, being idols for many locals, with especially En. Abu Bakar ella who had displayed his great public relationship skill by comforting some patients through his incredible touches, well wishes, and greetings.

It's a sensational moments for some who have been their admirers quietly for years.

It's hoped that the condition of the patients would improve more significantly after the joyous celebration.

Mr. Chu Kong Ming, Chairman of the LPH, said that the ward visit is a monthly scheduled event to inspect the premises and facilities. During the festivals, the visiting team will organize extra visits with some goodies for the inmates to celebrate, the move is meant to cheer up the already down moody hearts of the inmates there. He said that the kindness light shone by the two local celebrities is highly commendable and other celebrities should be encouraged to participate in similar charity events in order for them to seek meaningful life as a return.

The board is grateful, and particularly like to thank PBS Wanita Tanjung Aru Division for the on-the-spot approval of one unit 2.5 horse-power air-conditioner for the Neurosurgery Male Ward during the ward visit. Note that the air conditioner had been requested by the staff for more than a year and a half.

The much needed air conditioner is going to be arranged by Ms. Wendy Liew, and Datin Mary Yong who had seen the urgency; and hence the subsequent decision to grant the approval immediately without further delay.

For the information, the neurosurgery male ward has been requiring 3 units of 2.5 Horsepower air conditioner for almost 2 years - one unit was donated by one of the passed-away neuro patient's father 1.5 years ago, and the second one is due to be installed in 2 weeks time from the Ahli Lembaga Pelawat Hospital(ALPH), and the last one from PBS Wanita Tanjung Aru Division just mentioned.

Co-organizer of the event, Wanita UMNO Donggongon and a Deputy treasurer of the ALPH, Puan Nining Ballard, wished that the little token from the ALPH, PBS, and UMNO wanita movement can cheer up the spirit of the patients so that they will recover faster.

Puan Nining urged the public to be actively in participating in the various government's campaign to promote healthy living and lifestyles; and be generous in the blood donation campaign organized by the community through various organizations like (NGO).

Puan Maria Sandra Sho, who is the head of the Outreach Charity Group, and also the Deputy Secretary of the ALPH, wished the community donate generously their old cloths and toys for the junior patients in the outlying area of Sabah.

Especially mentioned are the various persons who attended the event, and helped, as follows:- Ms. Wendy from Wanita PBS Tanjung Aru Division; the Secretary of the Wanita UMNO Donggongon - Ms. Florence Sua, Welfare Chairman of UMNO Wanita Donggongon - Puan Monica Apuk, Wanita UMNO Donggongon members Ms. Noridah Samat and Ms. Mary Jadion; and, Ms. Earlyn Lee and Caroline Manson from The Outreach Charity Group.

配合丰收节和卫塞节庆典，由医院巡察局，沙巴团结党丹容亚路区会妇女组，沙巴巫统兵南邦妇女组及擴大（Outreach）集团等在本月27日下午2点正联合成功办好病房巡视的医院活动。

这项联合活动有别于前些时的病房巡视活动-即这次随同助阵的还有两位家喻户晓的知名艺人：一位是-举手投足皆令人遽笑的阿布巴卡伊拉和另一位歌艺非凡的菲利士阿格诗.

他们在医院的亮相带来无限的惊喜，欢欣和成功，也促成那难得一见的‘病人的微笑’。

他们两者皆为本地人士所崇拜的艺人。阿布巴卡伊拉的犹默及纯熟的公关技巧令他在病房区内大受欢迎。阿布巴卡伊拉凭藉高超的亲和力，多次让一些暗自崇拜其之人士，振奋不已。

大伙儿们都希望其所能带来的喜悦能协助病人早日康复.

医院巡察局主席朱刚明谓病房巡视活动是每月的例常活动；目的是透过巡视活动能了解医院的设施和情况。每逢在佳节期间，医院巡察局就会增加特别病房巡视活动，并备有小礼物与在场的病黎带回享用。这样的安排自有其意义-即能提高病人的复原时间并能振奋那些已经低沉心情的病人士气。朱氏对他们俩的大方与仁慈大表赞扬与感激。并鼓励其他有心要贡献社会的本地艺人能从中领悟及看清生命的真谛。

本医院巡察局非常感激沙巴团结党丹容亚路区会妇女组主席拿丁杨爱华的即时慷概解囊捐献一台两匹半的冷气机于脑科手术部门的男病房（Neurosurgery Male Ward ）；值得一提的是该部冷气机是该部门向当局申请多时，一直仍未有作落，为时已经快两年的空调机。

有鉴於其之紧迫性，此部空调机将会由拿丁杨爱华的秘书刘温迪近期择日安装。

事缘脑科手术的男病房部门（Neurosurgery Male Ward ）曾多次写信要求尽快拨下的3部两匹半的空调机以造福人民- 一部是一年半前病人遗留下来而迟迟未能安装的Panasonic空调机；一部就是由本局最近赠送的，与及最后一部由沙巴团结党丹容亚路区会妇女组所答应鐀赠者。

同是这项活动主办单位的巫统兵南邦区会妇女组主席兼本局府财政尼妮女士希望这些小小的呈献能激起病人的奋战精神以达到身体的快速复原。尼妮女士也呼吁公众能活跃参与由政府主办的各项有益身心和生活的活动如医院主办的捐血运动等等。

擴大（Outreach）集团兼本局副秘书的玛丽亚女士希望社区公众能体恤偏远乡区人民对用过的二手衣和玩具的需要和需求，而能给与配合，慷概输捐，协助和收集等。

The little gifts in the environmental carry bag is meant for the patients, at the Female Medical Ward which is situated at the hill side for the hospital; to celebrate the two festivals in one visit.
Weesak day (28-May-2010) and Harvest festival (30th & 31st May, 2010) are both celebrated in Sabah.

This room needs to be air-conditioned with 1.5 horse power air-conditioner in order to lower the room temperture. The room is to house a big refrigerator and a big boiler; despite the natural air extractor, the room temperture is just too high to be comfort.

Good afternoon.

First, I want to thank you all for your attendance.

We are indeed very proud to have our Deputy Minister of Health, YB Datuk Rosnah to grace this function, albeit her busy schedule.

YB Datuk Rosnah, we appreciate your presence, and thank you so much for your supports.

Talking about thank you, the main purpose of this function is to say thanks to all of you here for helping us to survive through the difficult times of the hospital in the last two and a half years (between 1-January-2008 till 30-June-2010).

This period was in fact the most challenging time in the history of QEH with the inevitable closure of the ill-fated tower block in November 2008.

It's a blow to the government's efforts to raise the standard of medical services in the state.

The incident had not only tarnished the image of the government but also caused tremendous inconveniences to the public.

The case of QEH should serve as a good learning lesson to our administrator that all the future public infrastructures such as buildings must be built with the highest standards and professionalism in order to avoid similar incident ever happened again.

The successful acquisition of formerly Sabah Medical Centre (SMC) building had solved only part of the problems thus far. It's far from over for QEH without getting all the necessary infrastructures constructed as planned, some dating back as far as twenty years ago; nevertheless, it's my hope that the day will come, that a full-fledged, fully-integrated, well equipped QEH should, and shall be delivered, in time before the end of the term of the present government, which is by early 2013.

The present disintegrated QEH has ever since been giving rise to many operational problems such as those already been disclosed widely and openly by some quarters in the media in the last two years; and the problems can be resolved by simply speed up the re-construction of the new QEH, the soonest the better. More lives can be saved more efficiently and economically with an integrated medical complex.

We therefore urge the government, especially the Finance Ministry and the Ministry of Health, to specifically ensure efficient and progressive implementation in the rebuilding of the infrastructure, and also not forgetting, the parallel importance on the adequate deployment of human resources for providing of the various services.

I hope that PM Najib can intervene by making sure that the progress of the hospital's reconstruction programme is meeting all the targets as well as the KPIs that is now part of the government's transformation program (GTP).

It will be useless and too late for BN if he only intervene during the 11th hour before the polling day in the next general election.

Apart from the problems, I must highlight that our staffs were extremely tolerate, and loyal, that they managed to overcome all the obstacles, quietly and diligently, under the leadership of Dr. Zuraidah, the Hospital Director. For this, we should unreservedly applaud for their contribution.

The decision by the government to acquire the Sabah Medical Centre, and subsequently completed the acquisition of the SMC building and facilities, was commendable albeit its slowness. However, this had, to some extent, eased the tension and acute shortages of spaces, beds, and various facilities in the main QEH temporarily.

It is therefore rather unfair to say that the government didn't take care of the people of Sabah during the crisis, however, the shortfall in the facilities and spaces due to the unexpected event did expose the unforgivable negligence and mismanagement in the past twenty years, well, due to whatever reasons.

The QEH should have had the required standard facilities, and infrastructures that matched its status as a State Referral Hospital, should the expansion plans been implemented years ago.

I therefore, on behalf of the the board, urge the ministry again to speed up, without further delay, the pace of development for the outstanding facilities, infrastructures, and human resources. This, however, goes in line with the aspiration of our PM Najib's '1Malaysia' spirits of 'People First, Performance Now'.

Ladies & gentlemen, The QEH issue is no longer a Sabahan issue but rather it's now a national issue - a Malaysian issue.

I must admit that , without your full dedicated and committed contributions and supports, this hospital would not be able to serve the public satisfactorily. Your performance is therefore the crucial element in making it all a reality. I hope you will be continuously earning your esteem through the spirit of diligence, 1Malaysia, and patriotism.

We are the bridge between the community and the hospital; in view of that, we had sorted the help of the press notably the Daily Express, to have our services known by publishing daily on its 'Sabah Week' column. For this, we have to give a big Thank You to Mr. James Sarda for his help, and the generosity of the newspaper owner, the Sabah Publishing House Sdn. Bhd. for the free advertisement.

The newspaper had encouraged the public to contact us on unsatisfied services, however, some complainants prefer to directly channel their grievances to the newspaper. This means that we ought to work harder to gain their confidence in us.

The time has changed, with the availability of ICT, the younger generation are demanding more transparency and efficiency from the authority so that their problems are solved amicably. For that, we had humbly created a blog for the board in the internet world, http://lembagapelawathqe.blogspot.com/, for informing the public of our activities.

Apart from that, we have been breaking out from the tradition with a readiness to be more open to accept criticisms, and we hope that the authority or management will do likewise.

I'm overall happy with the performance of some of my board colleagues; however, I wish that the Minister will not be reluctant in future to replace those who are unable to perform reasonably to the minimal norm.

I wish the forthcoming Visitors Board have more capable and competent women appointed in order to bring new elements of influence to the board. Of course, we shouldn't forget the younger people who's now the dominate group in the society.

Last but not least, I hope the next appointees are willing to give up their times for the board, and ultimately, for the public. As an appointee honourily appointed by the minister of health; to serve the people is a duty, and not the reverse.

After all, we shouldn't forget that we are the bridge between the hospital and the community. With that, I also want to say thanks to the public for their relentless and active comments in various channels and media in the past.

Thank you every ones for your inputs and supports over the years, and I hope that your continuous supports to the board, the hospital, and the government, shall make possible a dream hospital of your choice in the foreseeable future.

伊丽莎白女皇医院医院巡查局将举办2010年欢送下午茶会（QUEEN ELIZABETH HOSPITAL VISITOR BOARD IS ORGANIZING A ‘FAREWELL HIGH TEA 2010’）

亚庇（Kota Kinabalu）: 伊丽莎白女皇医院医院巡查局(ALPHQEH) 将在本月21日於丝绸港湾高尔夫球俱乐部主办一项欢送下午茶会.

主办当局非常荣幸邀请到马来西亚副卫生部长拿督罗诗娜为此盛会的主礼嘉宾。其他也将参与其盛的贵宾将包括沙巴卫生局总监尤素夫医生，伊丽莎白女皇医院院长朱莱达医生，和其他伊丽莎白女皇医院院的副院长，专科医师，高级管理和技术人员，报界媒体，及一向大力支持本局活动的赞助人士及商号等。

本局下午茶会工作小组顾问，上议员拿督江承俊说：‘虽然我们的任期将在6月30日届满，我们希望借着这个盛会增强我们与现有伙伴之间的合作和工作关系。其实现有的关系还有再进一步的扩大以便能最终让人民继续享有良好关系的利益及好处‘ 。

除此之外，本局下午茶会主席也是本局主席朱刚明形容此项茶会将以’轻松和互动‘的气氛下交流来表达3年来（由2007至2010）对各方合作的谢意。

最后本局秘书兼下午茶会工作小组筹办主席林明源发表看法时谓：’他希望下一届的伊丽莎白女皇医院医院巡查局的会员能够传承现有的联系并能再加以改进之’。他说现有的联系是指公众，非政府组织，及医院。

QUEEN ELIZABETH HOSPITAL VISITOR BOARD IS ORGANIZING A ‘FAREWELL HIGH TEA 2010’

Kota Kinabalu: -

The Hospital Visitor Board of Queen Elizabeth Kota Kinabalu (ALPHQEH) will organize a ‘Farewell High Tea 2010’, on 21st May 2010 at Sutera Harbour Golf & Country Club, Kota Kinabalu.

The event will be graced by YB Datuk Rosnah Shirlin, deputy health minister Malaysia, together with Dr, Yusof, the director of Sabah State Health, and Dr. Juraidah, the director of Hospital Queen Elizabeth, and other hospital senior staffs, press media, and various sponsors of the board.

‘We hope that the gathering will further enhance the existing relationship between all of its partners especially our board members, the Ministry of Health, the department of health, and the HQE's management and technical staff, in spite of our term will end by 30th June, 2010. In fact, the close relationship should be enriched so that people will eventually continue to receive benefit from the relationship ' said YB Senator Datuk Paul Kong Sing Chu, the Function Advisor .

In additional to that, the Function chairman cum ALPH QEH chairman, Mr. Chu Kong Ming said, ‘The event,which will be relax and interactive, is our humble way of saying thanks to all the partners during our time in Hospital Queen Elizabeth, from 2007-2010.’

Lastly, Mr. Dexter Lim Ming Guan, the ALPHQEH’s secretary cum organizing chairman, said 'he hopes that our successors will continue to improve with better linkages between the Public, NGO, and the Hospital.'

志願義工队协助装饰
伊丽莎白女皇医院孩童康復中心的孩童治療室

一群志願,義工在医院巡察局的主导下今天早上十一时成功协助装饰伊丽莎白女医院孩童康復中心的孩童治療室。

这一群志願義工是由医院巡察局，团结党丹容亚路区会妇女组，及擴大（Outreach）集团的数位热心人士所组成的。

伊丽莎白女皇医院康复医药部门主任Noor Bismillah Ahmad Kasah医生在现场热烈的接受装饰材料及目证装饰工程的过程与完工。

房间装饰的数项題材已将孩童治療室的气氛转换一新，使其能改进正在该中心接受治疗孩童们的心情与可能的康复进度。

因为布置后的效应，该装饰小组较后时受该中心负责人申先生及邬女士相继邀请他日为令一间小孩童治療室作同样的‘转型’。

这两位负责人同时感谢慷慨与大方表现的装饰小队伍在为该中心年轻病黎所能带来的喜悦，改进为良好周遭环境，及提高员工士气等所做出的表现，表示万分敬意。

医院巡察局秘书林明源向在场的各方义工代表为该项活动的成功致谢。他也察觉到越来越多的团体明显的已经改变他们对改进医院设备的关怀度，并以令人欣慰的走势前进。

医院巡察局也要感谢拿汀黄秀丽，即拿督杨爱华夫人，在提供装饰用粘膠標籤纸方面大方慷慨捐獻之外，也不忘要对Maria Sandra Sho 及其擴大（Outreach）集团的装饰工作致以最高谢意。

Decoration of Paediatric Therapy room in Paediatric Rehabilitation Centre under the Jabatan Perubatan Rehabilitasi, Queen Elizabeth Hospital

The above charity work, led by the hospital's Visitors Board (Lembaga Pelawat Hospital), was successfully carried out by a group of volunteers at the above venue at 11.00am today (Saturday, 24th April, 2010).

The volunteer group was comprised of members from Lembaga Pelawat Hospital (LPH), PBS Wanita Tanjung Aru Division, and the Outreach Charity Group.

The head of the Jabatan Perubatan Rehabilitasi (Department of Rehabilitation Medicine), Dr. Noor Bismillah Ahmad Kasah, was present to receive the hand-over of the decorative materials and witnessing the implementation of work.

The walls of the room were eventually decorated with various themes which have transformed the atmosphere in the room and making it more suitable for the children under treatment at the centre.

The group was then verbally invited to consider doing another smaller paediatric therapy room nearby by the centre in-charge, Mr. Sin and Madam Voo, respectively.

Both thanked the group for the generosity and efforts in bringing joy, and better ambient, to the young patients; as well as bringing up morale of the medical staffs working there.

Mr. Lim Ming Guan, Secretary of the ALPH, said that he thanked all the organizing partners in helping to make the event a success. He noted there have been encouraging trends of more organizations coming forward to help in the improvement of the hospital facilities.

The LPH would like to thank the generosity of Datin MaryYong and her wanita group for the stickers; and especially Puan Maria Sandra Sho and her Outreach group for the decoration works.

Especially mentioned are the Outreach Group members who attended the event, and helped, as follows:-
Ms. Maria Sho, Ms. Earlyn Lee, Ms. Irene Perete, and Ms. Caroline Manson from The Outreach Charity Group.

This piece of news on the progress of Sabah Heart Centre comes as a very good start with the appreciative acknowledgement from three consumers who benefited from the angiogram service now available in Sabah, after so many years of waiting; and finally Sabahan got it!

Many thanks to the Minister of Health, Datuk Liow Tiong Lai, with his team led by Health Director-General Tam Sri Dr. Ismail Merican, the new State Director Dr. Mohd. Yusof Ibrahim, QEH Director Dr. Juraidah Babji, and many others 'unsung heros' who are as important in providing the needed services for Sabah.

Those who fought or campaigned for the establishing the service in the past years should also not be forgotten.

Indeed, the angiogram service should extend to other major hospitals in the state to save more lives as early as possible.

Dr. Bharathan Thevarajah, the Organizer of the World Kidney Day 2010 event, delivered a welcoming speech. Dr. Bharathan Thevarajah is a Nefrologist Consultant at Queen Elizabeth Hospital, kota Kinabalu, Sabah.

Wheelchair donation from MIC Youth for Thalassemia Treatment Centre of Hospital Queen Elizabeth

One (1) unit of wheelchair was donated generously by MIC Youth Sabah to The Thalassemia Treatment Centre, Hospital Queen Elizabeth (HQE) in Jalan Penampang on 25.Feb.2010.

The donation of the wheelchair was prompted by the request from the centre a week ago that some of the weaker patients had to rely on the equipment in order to move around in the hospital area freely, and easily.

Balachandra, a Public Complaint Bureau head, and a member, of the board; who is also a member of the MIC Sabah, immediately sought help from their youth wing, and the wish of the centre, and the desires of its young patients were finally fulfilled waiting too long.

The wheelchair obviously relieves the stress of the medical workers, and the users, in the centre as proven by their smiles.

Upon informed by Sister Irene, and Matron Elizabeth, the board in its most recent monthly meeting accepted the voluntary donation from MIC, represented by En. Balachandra.

The hand-over of the wheelchair were witnessed by Matron Elizabeth and Sister Irene from the hospital; En. Rudy, En. Gary, and En. Neil from MIC; and Mr. Balachandran (Head of Complaint bureau), Mr. Ong See Kwang (Committee Member), Madam Maria Sandra Sho (Deputy Secretary), and Mr. Chu Kong Ming (Chairman) from the LPHQE respectively.

Wheelchair donation for QEH II

Two (2) units of wheelchair were donated to Hospital Queen Elizabeth II (HQE II) in Damai on 25.Feb.2010.

The arrival of the wheelchairs have been long awaited; and would have been of great helps for handicapped patients, as well as their family members who accompanied them in and out of the hospital.

Upon informed by Matron Lo, the board in its most recent monthly meeting approved the purchase of two (2) units of wheelchair.

针对华侨日报2月13日报导有关州工程局总监约翰安东尼关於1千万零吉伊莉莎白女皇翳院（2）至亿达路马路提升工程课题；本局呼吁州工程局最快时间将之建好。

我们对州工程局总监约翰安东尼透露有关1千万零吉伊莉莎白女皇翳院（2）至亿达路的马路提升工程的课题，表示讚扬；但是对其要在2010年或者才能付诸实施表示失望和遗憾。

州工程局在现时历尽1年始建好的2百万零吉‘单向’路，其原设计之主意只是给达迈区民众提供舒缓交通作用之意，不幸的是，医院的真正需要却并无在设计考量内。无论如何，虽有不足之处，政府对民众需要的敏感度却不容摸摋的。

鉴于联邦政府在较早时处理伊莉莎白女皇翳院问题上已展示‘一个大马’的‘以民为本，绩效为先’，在首相亲自处理下，成功的利用‘紧急事件’的情况处理，以RM380M收购沙巴医药中心（SMC）而逐步完成了初步的‘打救’工作。

医院救人，分秒必争，救伤车的去和返的快速回应是关键，不能小视之，因此上述1千万零吉伊莉莎白女皇翳院（2）至亿达路的马路提升工程对医院的‘救命’工作有非常重大的影响。

本局也因此呼吁州工程局或有关当局，尽量想方设法，如能动用‘紧急拨款’就最好不过，并以最快时间将之建好，以惠益大众，尤其是关乎在该处附近的伊莉莎白女皇翳院（2）及其病黎的利益。

本局将会继续加强反映及跟进这件民怨/民困事件于有关当局。

The dual-carriageway access road should be built soonest possible

We refer to the news report 'RM10M upgrade for the QEH2-Lintas road' as published in Daily Express on 13-Feb-2010

The announcement of the above is laudable but regrettably that it will only be a reality by 2012, if all goes well as estimated, planned, and executed.

It's a good reflection of government's sensitivity toward the public interest in the Damai area where the main aim of the access road was meant to ease up the traffic in the Jalan Damai/Jalan Kolam, but unfortunately without the consideration of the ambulance needs of the hospital - the newly acquired government hospital, the Queen Elizabeth Hospital II (QEH II which is formerly Sabah Medical Centre).

The speedy access of the ambulance to and from the hospital to the various vicinities of the city is mandatory; and it's timeliness will have much significant effect on the aspect of life saving efforts as every seconds and minutes are important to the survival of the patients in transit.

The announcement by the Director of JKR, En. John Anthony, is a relief but fall short of our expectation as the project will only take off in 2011. Time is important in life-saving, and in view of that, we wish that the authority consider to use the emergency fund to build the dual-carriageway road soonest possible.

The public or users of QEH I & II have been suffering enough of the ordeal of inferior infrastructure, and the 'special-arrangement' of human resources and facilities 'juggling' due to the sudden discovery of bad structure of the main tower block in November, 2008.

In order to save more lives, the federal government, through the efforts of the relevant personnels in the Ministry of Health, and subsequently, the Prime Minister, Datuk Seri Najib Tun Razak, had then decided to purchase the present QEH II building and its facility at a cost of RM380M, and had also allocated another RM90M for the necessary additional renovation and equipments; all of these under 'emergency' funding!

The JKR, or the relevant authority, in making the funding, or approval, must therefore do likewise based on 1Malaysia motto: 'People First, Performance Now'.

其实医院是有足够的泊车位，但离急救室却需走约莫300米之遥。遗憾的是，却有民众‘贪方便’而宁愿‘冒险’泊在不该泊的地方。

该处本来就已经非常擁挤及车流量大，因此，在该处停车或慢车已不太适当；更何况是在该处泊车呢！也许交通警察或DBKK执法组应该在该处驻守或会改变情况。

其实，公众是应该配合使用医院特设的停车场，虽然需走约莫300米之遥。这样的距离，还算不坏。只要是一个让公众消费者有个正当妥善的不违例的泊车方案，而无需提心吊胆的惧怕收取交警的传票，目前的医院停车场应该还可以被接受的。

急救室的入口是严禁泊车的。当然，如遇紧急事故需运载及护送病人进院而稍停片刻，则属例外，但仍需在第一时间内卸下病人而迅急离开，以保持门口永远开蔽无阻。

亚庇伊利莎白女皇医院一直以来都仍处在‘发展中’的阶段，因此是免不了会有此‘发展阵痛’之癥；民众还需再‘忍耐’，假以时日，问题必然会受到当局关注与解决的。

本局将会加强反映及跟进这件民怨/民困的投诉于有关当局。

亦是本巡察局副财政的Puan Nining Ballard, 也刚好是巫统兵南邦区会的妇女组主席。

医院卫生推广单位之Puan Liam 与及医院血库单位的 En. Jorimin Langap，都异口同声地赞同把这项捐献血液的醒觉运动及延伸到州内年轻人及广大的妇女群体中。

Kempen Kesedaran Menderma Darah Peringkat Hospital Bil 1/2010

The expectation to raise 50 bags of precious blood has been successfully achieved during today's campaign.

It was held from 10.00am till 4.00pm at the hall of Dewan Sri Kinabalu located at the PGMC block adjacent to the new hospital building - the Specialist Building (Bangunan Klinik Pakar).

The event was the first of the four blood donation drives by the hospital in 2010, and is part of a continuing campaign of the hospital to prolong the public awareness on the ever acute shortage and urgency of blood supply in the State capital.

The event was a joint effort between Unit Tabung Darah (Blood Bank Unit), Kelab Kebajikan Dan Kebudayaan Hospital (Hospital Staff Welfare & Culture Club), Unit Promosi Kesihatan (Health Promotion Unit), and Lembaga Pelawat Hospital (Hospital Visitors Board).

The most significant of today's event was the presence of more women willing to contribute their blood for the bank, with the participants mostly made up by the female hospital staffs, followed by the ladies from Wanita UMNO Bahagian Penampang led by Ms. Florence Suah, Divisional Secretary, and Ms. Monica Apuk, Welfare Bureau (Biro Kebajikan).

Puan Nining Ballard, the chairman of the women wing of UMNO Bahagian Penampang, is a member of the Hospital Visitors Board.

Puan Liam of the Health Promotion Unit, and En. Jorimin Langap the Blood Bank Unit, are both agreed to extend the future donation drive to the female as well as the youth groups.

Free goodies for donors were sponsored by both the club (Hospital Staff Welfare & Culture Club) and the Hospital Visitors Board. The Visitors Board had contributed three lucky draw's prizes, namely electric rice cooker, Jug kettle, and a electric kettle respectively.

Blood is forever needed, and is very much appreciated by the recipients. The shortage of blood is especially acute during and near the festival seasons.

The public, especially the young and healthy one, is therefore encouraged to donate their precious blood voluntarily, regularly, and generously.

Change For The Sake Of Health

This is the first of the two part article on consumerism

KUALA LUMPUR, Jan 4 (Bernama) -- "Change your ways!" This is the mantra for consumers in 2010.

Without the change in attitude, efforts and campaign undertaken by the government or non-governmental organisations (NGO) to educate consumers serves no purpose.

Moreover, consumers will only end up wasting their money and put their lives in jeopardy.

In changing consumer attitude, it is wise to reflect on some of the campaigns including the "Tak Nak" campaign to eradicate smoking and the move by the government to increase the retail price of sugar.

The campaign on smokers is to remind them constantly that smoking not only wastes money but also endangers their health and the health of those around them.

PRICE HIKE FOR THE BENEFIT OF CONSUMERS

Therefore, smokers in the nation should view positively the government's decision to set a minimum price of RM6.40 for a 20-stick cigarette pack effective January 1, 2010.

Malaysians may well be aware of the gory images on the effects of smoking flashed on billboards, posters and the cigarette packs.

Since the launch of the campaign in 2009, Malaysians have been exposed to the dangers of smoking and the danger caused by secondhand smoke.

Smokers should also be aware of the dangerous content in the cigarette itself. The cigarette is said to contain about 4,000 elements with at least 200 of them hazardous to human health.

The dangerous components in cigarettes are tar, nicotine and carbon monoxide. The three impair the lungs and blood circulation!

In fact the World Health Organisation (WHO) had clearly stated the dangers of smoking through its bulletin, World Health, and the bulletin is incorporated at the Health Ministry's website.

The bulletin states that the nicotine found in tobacco unleashes chemical reaction similar to heroin and cocaine.

SMOKING KILLS

The ministry's website also states that smoking can kill up to 1 billion people in the 21st century.

It is estimated that there are about 1.15 billion smokers all over the world with more than 80 per cent of them living in nations with low and medium income.

The website also quoted WHO as saying that tobacco is among the leading cause of deaths worldwide.

WHO estimated that approximately 100 million people will die due to complications caused by tobacco in the 20th century.

THE MALAYSIAN SCENE

Back in Malaysia, smokers represent almost half of the male population and each day about 45 to 50 teenagers under 18 pick up the habit.

About 30 per cent of the boys between 12 and 18 years smoke and the number of teenage girls picking up the habit has increased.

According to the ministry, health problems related to smoking including lung cancer has increased by 17 percent.

The same destructive habit has contributed to one million coronary cases.

Speak to any cardiologist, among the healthy lifestyle that they would suggest is to keep away from cigarettes.

Apart from high cholesterol, diabetes and high blood pressure, smoking too contributes to heart problem.

AVOID SWEET TOOTH

Like cigarettes, sugar too has negative implications to health but again many Malaysian consumers remain indifferent in their consumption.

Each time sugar shortage happens, often because traders hoard the commodity to push up the prices on the pretext of a shortage, consumers rush to retail outlets and supermarkets to buy sugar more than they need.

This in reality benefits the traders but consumers remain oblivious to the dangers of excessive sugar consumption to their health especially in their golden years.

When the government announced a 20 sen increase in the price of sugar, the same consumer attitude was seen at business premises.

Consumers were seen filling the shopping carts with sugar with some newspapers flashing pictures of empty sugar racks. There were instances where unscrupulous traders took advantage of the run for sugar by hiking the price to RM1.70 per kilogram.

As usual most consumers lamented that the rise in price will make life difficult for them but fail to realise that it is better to be more prudent in using sugar.

This state of mind prevailing among consumers has defeated the campaigns by the governments and NGOs to push consumers to reduce sugar intake.

The Consumer's Association of Penang (CAP) that has been advocating the well-being of consumers came up with a handbook 'Sugar Dangerous for Health'.

Those who have taken the trouble to read the handbook will think twice in consuming sweet delicacies or in adding sugar to their drinks.

SICK BECAUSE OF SUGAR

According to CAP, chemically sugar is equivalent to alcohol and the chemical reaction is similar to the one caused by heroin. It is addictive as well.

Malaysians are reported to consume 26 teaspoons of sugar daily compared with recommended intake of seven teaspoon! The record held by Malaysians even surpasses world daily average sugar intake of 11 teaspoons daily.

As for those hooked to canned sweet or carbonated drinks, think again as each can contains between seven and eight teaspoons of sugar.

According to CAP, the white substance that we call as sugar is actually "man made poison" and other than its sweetness there is no nutritional value.

As for those who could not do away with sugar, now think again as sugar is linked with 60 types of diseases including cancer, asthma, allergy, diabetes, coronary disease, biliary stone, problems relating to the immune system, kidney disease and poor mental health.

Also do note that the 2009 statistics revealed 17 per cent of Malaysia's population of 27 million suffer from diabetes. Diabetes can lead to other complications like lost of sight, coronary disease, renal failure and stroke!

The 2006 data pointed out that 21 per cent of Malaysians are overweight and 6.2 per cent suffer from obesity.

Thus, change into a discerning consumer and choose wisely what is the best for you and your family.

Kota Kinabalu: The Federal Government is committed to ensure Sabah gets the best healthcare service by readying 2,296 hospital beds in the State Capital within 30 months.

Health Minister Datuk Seri Liow Tiong Lai said the various actions taken by the Federal Government, especially the renovation of the Sabah Medical Centre (SMC), would also see the establishment of the Sabah Heart Centre, expected to be fully operational next year.

He said that with 2,296 beds, the State Capital's hospital beds per population ratio would be drastically lowered to 1:348 (bed for people), which is better than the national average of 1:530.

Presently, the ratio here is 1:754 based on the city's present population of more than 800,000.

Liow said the city's bed-for-people ratio would still be better than the national average even if its population should rise to one million within two years, that is 1:435. He said the Ministry was renovating the existing empty floors to add 284 beds to the existing 171 beds after officially taking over SMC on Nov. 3 this year.

The renovation works costing RM90 million at SMC, which would be referred to as Queen Elizabeth Hospital II, as an administrative term of reference within the next two years, are expected to be completed in eight months.

More beds, he said, were expected with the completion of the Twin Tower block of the QEH within two and half years' time plus another 200 additional beds (to the existing 298 beds) at the Likas Hospital (Mother and Child Hospital) where a Cancer Centre is expected to be completed by end of next year.

"This increase will be more than adequate to cater to the bed loss due to the decanting of the structurally unsafe Podium and the Tower Block of Queen Elizabeth Hospital," he said during a visit to the SMC, Wednesday.

"Besides this, there will be an upgrading of the Accident and Emergency Department, Operating Theatres and On Call Complex to enhance and expand services," he said.

The establishment of the Sabah Heart Centre would comprise two Invasive Cath. Labs, two cardiac operating theatres, 10-bed cardiothoracic intensive care unit (CICU) and 10-bed coronary care unit (CCU) and a cardiac ward.

"These facilities shall provide the much needed invasive cardiology and cardiothoracic surgery for heart patients in Sabah," he said, adding the Ministry had for the past one year been training a team of allied health personnel to staff the Heart Centre.

"Since the beginning of this year, two interventional cardiologists have been sent to Sabah to set up the service. In the near future a cardiothoracic surgeon and an anaesthetist will be sent to join the heart team here," he said.

Liow also announced that the QEH heart team had successfully implanted a pacemaker on a patient who suffered from abnormal heart rhythm, using the existing cath. lab in the hospital on Nov. 12 this year.

To date, the Ministry had fully funded 12 pacemaker procedures and that recently the Government had further committed an additional RM2 million for consumables, drugs and devices to ensure the Sabah Heart Centre is fully operational in 2010.

A multi-storey car park with capacity for 327 bays would be built within the site to ease parking shortage and two additional lifts would also be built to cope with the anticipated increase in number of patients in the building.

"Currently, surgical sub-speciality services are slowly reintegrated in this hospital, which includes general surgery, orthopaedics, neuro-surgery, urology, plastic surgery and eye surgery," he said.

On the complaints of lack of operating theatres, Liow said three modular operating theatres would be installed while 15 operating tables are expected to be ready once the QEH Tower block project is completed.

He said the Tower block project, which will cost about RM300 million had already been finalised and works are expected to start next year after tenders are called.

The project is inclusive of the demolition of the structurally unsafe Podium, he said.

LIOW shot down allegations by certain quarters that the Government wasted the people's money in acquiring SMC for RM238 million, which they claim is too expensive.

He said since this involved a government asset everything was done in accordance to procedure to ensure that every single sen spent is beneficial for the people. He said the RM238 million was based on the proposed valuation price and it had also been referred to other valuation firms and was considered to be reasonable and accepted by all.

"The Federal Government is very concerned with the healthcare service in Sabah," he said, adding that attempts by certain quarters to politicise health issues in Sabah were uncalled for.

"I am committed, the Ministry is committed and the Federal Government is committed É we will continue to build more hospitals and clinics so that health in the outskirts and rural areas will be taken care of," he said.

It includes servicing remote areas like islands through the helicopter service and scheduled visits by the mobile clinics, he said.

Liow said Prime Minister Datuk Seri Najib Tun Razak, himself was very concerned about Sabah's healthcare resulting in the approval to purchase SMC. The matter was also thoroughly discussed in the Federal Cabinet, he said, adding that to build a new building might take about three years and that it would be much quicker to address the shortage of hospital beds here through the purchase of SMC.

He urged those people trying to manipulate health issues for political gains to stop doing so. "We bought at a fair price for the people of Sabah, everything is transparent." Also on hand were Assistant Minister to the Chief Minister Datuk Edward Khoo, State Health Director, Dr Marzuki Mohd Isa and senior health officials.

Christmas & New Year Celebration

The above event was successfully held at 11.00am on Thursday, 10^th December, 2009 at the venue.

The 2-hours event was jointly organized by Lembaga Pelawat Hospital (LPH), PBS Wanita Tanjung Aru Division, UMNO Wanita Donggongon, and the Outreach Charity Group, for the benefits of the patients of Thalassemia who are mostly made up of children.

In opening of the event, Mr. Chu Kong Ming, Chairman of the LPH, said that he thanked all the organizing partners in helping to make the event a success. He noted there have been encouraging trends of more concerned caring for the Thalassemia patients from the government and its leaders. He particularly admires the active roles and supports of Datin Mary Yong (Wong Siow Lee)（拿丁黄秀丽）), the wife of YB Datuk Yong Oi Fah and also the Wanita Head of PBS Wanita Tanjung Aru, on the caring and welfare of the Thalassemia sufferers in the region.

Apart from that, Datin Mary Yong is also the Chairman of a Thalassemia society by the name of 'Prihatim Ibu Bapa Kanak-Kanak Thalassemia' in Kudat.

Co-organizer of the event, Wanita UMNO Donggongon, headed by Puan Nining Ballard, said that government through various welfare departments, agencies, and bodies, has been extending its helps, via various channels and forms, to these unfortunate group of the society.

Also a Deputy treasurer and member of the LPH, she wished the little token of the LPH and UMNO wanita movement can bring some joys to the sufferers during the festive season.

Puan Nining urged the public to be generously in donating their blood to the hospital where their contribution can help the Thalassemia patients tremendously.

Puan Maria Sandra Sho, who is the head of the Outreach Charity Group, and also the Deputy Secretary and member of the LPH, wished the society donate generously their old cloths and toys for the junior patients of Thalassemia which will surely help in their treatment of the disease.

The LPH would like to thank the generosity of Datin MaryYong and her group for the mouthwatering cake, fruits, and drinks; Puan Nining and her group for the biscuit, confectionery, cookies, crackers, and snacks; and Puan Maria Sandra Sho and her group for helping out in the event.

Especially mentioned are the various persons who attended the event, and helped, as follows:-

Personnel at the QEH's Thalassemia Treatment Centre especially Sister Irene; Ms. Catherine Yong, Ms. Grace Yong, and Wendy from Wanita PBS Tanjung Aru Division; the Secretary of the Wanita UMNO Donggongon - Ms. Florence Sua, Welfare Chairman of UMNO Wanita Donggongon - Puan Monica Apuk, Wanita UMNO Donggongon members Ms. Noridah Samat and Ms. Mary Jadion; and, Ms. Earlyn Lee and Caroline Manson from The Outreach Charity Group.

（本报讯）联邦卫生部副部长拿督罗丝娜西林昨日指出，政府已全面完成收购沙巴医药中心大厦的程序，并将在未来六个月之内完成有关装修工程，为病黎提供更佳服务。

她表示，耗资九千万元的该项装修工程主要是将其中两层楼装修成可使用之医院，包括设置病床等。

她说：“卫生部一如沙巴人民般急著要看到该大厦一百巴仙装修好供使用，所以，我们已指示有关方面尽速行动。”

罗丝娜是在亚庇的沙巴马来西亚大学为乡区医疗服务研讨会主持开幕礼后接受报界访问时这麽表示。

她表示，俟该中心全面启用后，它将拥有四百四十五张病床，而现时祗有一百八十病床。

●提到沙巴进步党仍在批评政府在亚庇中央医院主要大楼被列为危楼后迄今未能“还本州一间中央医院”时，她说，作为反对党的固然有其议程，但政府已在致力执行解决方案。

她说：“我们希望沙巴人民看到的是，一味质问是无法解决问题，最重要解决问题，而不是玩弄政治课题……政府收购沙巴医药中心大厦就是解决这些问题的其中一个方案。”

罗丝娜表示，此外，卫生部也有计划在本州其他地区兴建新的医院及乡区诊疗所，一些将在第十大马计划下加以推行，“政府已在积极提升本州卫生水平。”

她说，正如首相拿督斯里纳吉拉萨较早时所宣布，联邦政府将在本州兴建三间“一个大马诊疗所”，即分别位于亚庇的丹容亚路、山打根及斗湖。

The visit was very fruitful.

We had exchanged views and information on the current status of the board.

The courtesy visit to Mr. James Sarda, the Chief Editor of The Daily Express, has paid-off with one consumer by the name En. Amran, wrote in via email to seek for help from the board.

He was seeking our help to relieve the family burden to carry his bedridden brother to hospital for the necessary dialysis.

Amran was initially requesting for his brother to be in the palliative care but was turned down as suggested by doctor.

It was the email that changed the whole scenario.

It looks like the dissatisfied father has a reason to be 'mad' about the situation if it was all a matter of lack of equipment to check his son.

The department must find out if it's a problem with the service provider of the hospital maintenance or the negligence of the doctor concerned.

We must be sensitive to the needs of the consumers, as a public-owned facility, we should not have run out of resources if appropriately managed and administered.

Patient has enough suffering when approaching the hospital, therefore, it's only fair that we provide the fastest and most effective treatment accordingly.

It's the quality service that really counts.

11月3日是一个难忘的一天.因为他们在当天是付出他们的血液啊!

医院员工能够以身作则的挺身而出捐獻其宝贵的血液是难能可贵,又出力又出血,的确是外界所意想不到的伟大之处.

以目前亚庇中央医院的状况,加上自5月份以来缠绕大家的H1N1A流感的肆虐,医院员工上下还能够继续不断的默默工作,令人敬佩!

On Tuesday, 3rd November, 2009, the team in Queen Elizabeth Hospital had managed to collect 40 bags of precious blood from staffs of the hospital, and some visitors of the hospital.

The event was held from 10.00am till 4.00pm at the Dewan Kinabalu located at the PGMC block of the new hospital building - the Specialist Building.

The event was a joint effort between Unit Tabung Darah (Blood Bank Unit), Kelab Kebajikan Dan Kebudayaan (Welfare & Culture Club), Unit Promosi Kesihatan (Health Promotion Unit), and lastly, and Lembaga Pelawat Hospital (Hospital Visitors Board).

With the leadership of the Pengarah (Director) of the hospital, the spirit of give and sharing was in the atmosphere throughout the day that the joy of contribution could be seen everywhere on the face of each donors.

There were lots of goodies sponsored by both the Club and the Visitors Board, while the Visitors Board also donated 3 banners for the event. A colour printer and a notebook knapsack bag highlighted the fun of the charity work that was actively participated by all the staffs.

Blood is forever in demand especially during and near the festival seasons.

The public is therefore appealed to donate generously. The sacrifice is worth it as it not only save lives but also enhances the health of the donor by doing the good deeds.
